With reference to your letter of the 30th.
March, 1911, (No. 7033/10 Confidential) on the subject of the "Declaration of London, 1909", my Committee have carefully read the enclosures forwarded for their information.
My Committee still maintain their previous attitude on the question, and in this connection they beg to forward the enclosed extract from the Chairman's speech deliver- -ed at the last Annual General Meeting of Members which may be taken as expressing the views of the Committee and Members of the Chamber.
I am directed to ask that a copy of the extract referred to may be transmitted to the Secretary of State for the Colonies, so that the feeling of the Hongkong Chamber
